Morocco ranks 73rd globally in public administration, Oxford university

Morocco ranked in the 73rd position globally in terms of public administration and civil service, according to a recent study conducted by Oxford University and published in the Blavatnik Index of Government Performance.

The index, which assessed the performance and characteristics of public administrations across approximately 120 countries, evaluated Morocco alongside nations such as Azerbaijan, Benin, Botswana, Tunisia, and Zambia, all of which secured the same ranking and score. 

The index employed 82 metrics distributed across four key areas: strategy and leadership, public policy, national implementation, and people and processes. 

Morocco achieved a ranking of 78th in strategy and leadership, 71st in public policy, and 63rd and 76th in national implementation and people and processes, respectively. 

Singapore topped the global rankings with a score of 0.85, followed by Norway in second place, and Canada and Denmark tied for third with a score of 0.83. 

At the bottom of the list were Sudan, Myanmar, and Nicaragua. 

The report said that while high-income countries generally outperformed others in various areas, they exhibited relative weaknesses in certain domains. 

For instance, high-income economies demonstrated a notable advantage in strategy and leadership, but their scores in people and processes were closer to those of low and middle-income countries. 

Among middle-income countries, Ukraine secured the highest ranking at 42nd, followed by India at 50th, and Jordan at 51st. 

In the low-income category, Rwanda led the pack at 69th, followed by Uganda at 70th, and Ethiopia, Togo, and Burkina Faso, which ranked 98th out of the 120 countries assessed. 

The index, which drew on data from various sources, including the World Bank’s Doing Business report, Transparency International’s Corruption Perceptions Index, and the European Institute for Gender Equality’s Gender Statistics Database, said that effective public administration plays a critical role in achieving government objectives. 

The report said that regardless of constitutional design and how governments are formed in any country, the bodies and people that constitute the public administration and oversee the civil service are what underpin any government’s ability to deliver results and impact on the economy and society as a whole.
